Among those bills are HB694 which would require any
agency providing criminal history information to a CRA to
post on their website each instance when this occurred,
along with the address and contact information of the
CRA that received it. I'm sure we can all appreciate how
impossible fulfilling that requirement would be. Another
of Senator West's bills, HB696, would effectively turn
Texas into a 7-year conviction state prohibiting CRAs from
reporting any convictions after that timeframe.
Clearly, there are a lot of bills in play that we are actively
monitoring or fighting against (I've shared only the "highlight
reel" of what we're watching), but there are a few bright spots
out there. One of those is HB43 in Florida, that would allow for
reusable tenant screening reports. There are also HB1991 in
Virginia and HB1192 in Massachusetts aimed at enhancing
public record access that would create public registries for
domestic and animal abuse offenders, respectively.
